Powdered looks more like a large pot of eyeshadow and cream looks more like a lip gloss. The general rule is powder on powder or cream on cream...apply cream foundation, cream blush then powder or, compact powder founadation then powder blush, or cream foundation then lose powder then powder blush.
Apply powder blush with a really big brush, cream with fingers.
It is popular at the minute to portray a very natural, rosey cheek effect, that rose coloured cream blush can give. Go to a department store and ask afew different cosemtic counter assistants to demo on you. Lancome, Benifit and Clarins are quite good.

I think you are probably referring to which might be better. In that case, I would suggest a powered blush. That way, you can pretty much be mistake free. Just start with a little bit high on your cheek bone and if it doesn't look like enough, add a little more. Then seal this by using another brush containing your neutral powder. If you use cream blush and get it wrong, you usually have to start all over.

Ones a cream and ones a powder, both do the same job.
One is a powder, probably pressed, and the other is a cream/ thick liquid.
The powder blush is easier to put on, but if you have mature skin, powder will bring out the lines. If you are young, powder or cream blush will look fabulous.
The cream blush will take a little practice, but if applied correctly, will look more natural.
